KSA e Invoicing Phase 2  

Phase 2 of e-invoicing in Saudi Arabia commenced on January 1, 2023, under the oversight of the Zakat, Tax and Customs Authority (ZATCA). This phase targeted Value Added Tax (VAT) registered taxpayers whose annual revenue surpassed 3 billion SAR for the year ending in 2021. These taxpayers were mandated to integrate their Enterprise Resource Planning (ERP) or accounting systems with the e-invoicing platform to facilitate compliance with the new regulations.

ZATCA’s announcement on June 24, 2022, served as a precursor to Phase 2, providing clarity on the taxpayer categories affected and the implementation timeline. E-invoicing Phase 2 applies to both B2C and B2B businesses, necessitating integration with the Fatoora Portal.
